The Hong Kong Quality Migrant Admission Scheme (referred to as the QMAS) is an immigration program launched by the Hong Kong SAR in 2006. It is a quota-based and points-based system aimed at attracting high-skilled talents to settle in Hong Kong, thereby enhancing Hong Kong's competitiveness in the global market. Approved applicants do not need to secure a job opportunity in Hong Kong before settling in the city. They can bring their spouse and unmarried children under the age of 18, and their spouse is eligible to work legally in Hong Kong.

Application Requirements

  • The main applicant is at least 18 years old and has no criminal record or bad entry record
  • Proof of assets of at least 100000 yuan per person and proof of assets of at least 200000 yuan per family
  • Good Chinese (Mandarin or Cantonese) or English proficiency
  • The applicant has obtained a bachelor's degree or above, or has good professional skills and documented industry achievements
  • Applicants need to choose one of the comprehensive scoring systems or achievement scoring systems to obtain a qualified score
    • Comprehensive scoring system: a maximum of 245 points and a minimum passing score of 80 points (based on the applicant's age, education, and work experience)
    • Achievement scoring system: To achieve a maximum score of 245 points, one of the following two requirements must be met. Those who do not meet the requirements cannot submit an application
      The applicant has received outstanding achievement awards (such as Olympic medals, Nobel Prize, national/international awards)
      Applicants can demonstrate that their work has received recognition from peers or made significant contributions to the development of their industry (such as being awarded a lifetime achievement award in the industry)
  • Note: This plan does not apply to nationals of Afghanistan, Cuba, Laos, North Korea, Nepal, and Vietnam

Renewal Requirements

  • The Excellence Program has two scoring systems, a comprehensive scoring system (suitable for ordinary people) and an achievement scoring system (suitable for outstanding talents, such as winning international awards)
  • A Achievement scoring system: Generally, 8 years of valid status are given directly, and after 7 years, permanent residency is directly applied for
  • B Comprehensive scoring system: Residence visas are issued in the form of 2+3+3 years. If you meet the requirement of staying in Hong Kong for more than 2 years and have a net income of HKD 2 million in the previous year, your residence visa will be issued in the form of 2+6 years
